· Acquire a detailed understanding of the scope of the proposed changes and the likely direct and indirect impacts · Establish the number of York residents likely to be affected by the changes if they are implemented as currently proposed · Identify what additional financial or other support affected residents may seek to access from the council and partners · Identify how affected residents can best be supported to access help, such as applying for other benefits for which they may be eligible · Establish whether capacity exists to meet a potential increase in demand for services or support · Make recommendations as to how the council and partners can most effectively allocate resources to support affected residents |

· Review the council’s MTFS · Review the process through which the council will engage with residents, businesses and other stakeholders as it develops and engages on its 2026/27 budget proposals · Review the process through which the MTFS informs the approach to budget-setting · Consider whether and how the budget proposals align with the Council Plan and the ten-year strategies · Review responses to the public consultation on budget proposals and consider any recommendations to Executive · Consider any improvements to the budget-setting process which could be adopted for future years
